Lobby Day Participation Nearly Doubled!

We want to thank our members who participated in Lobby Day 2002. A total of 185 MFT&SRP members and 75 legislators registered to attend this years event. Attendance nearly doubled from last year. We were very pleased that thirty of our locals were represented at this years Lobby Day.

There were at least twenty members who called our office at the last minute wanting to attend, for whom we had no space to accommodate. We are sorry for the inconvenience to some of our members who had to have lunch in the board room or at a nearby restaurant. We have arranged for a larger room for next year!

From your evaluation form we see that the panel was very well received and should be continued another year. We will consider your excellent suggestions regarding format, size, composition and time limits and do our best to fulfill your request next year.

K-12 School Aid For Fiscal Year 2002 - 2003 Improving

Senate Bill 1107 is expected to pass the full Senate by March 1. Due to extensive lobbying, several sections of this bill have been improved. We are hopeful to make more improvements as it moves through the House in March.

New language is added requiring some funds to be set aside for school Health clinics.
Concur with Governor.
Section 31a(6)
Teen Health Centers
Creates new subsection that allocates funding for the operation of Teen Health Centers.
These funds were formerly appropriated in the Department of Community Health Budget.
Concur with Governor.
Adds language stating that grants not expended in FY 2002- 2003 shall be used to minimize any proration at risk.
Section 32b
Parent Involvement and Education
Repealed, effective October 1, 2002. Concur with Governor.
Section 32c
Interagency Early Childhood Grants
Repealed, effective October 1, 2002. Concur with Governor.
Section 32d
School Readiness
Continues funding at $72,600,000. Concur with Governor.
Section 32e
Small Class-Size
Repealed, effective October 1, 2002. Continues appropriations at $26,650,000.
Section 32e (7)
Rolling Class-Size Grants into Base Foundation Allowances
N/A Adds language stating that beginning in FY 2002- 2003, grants allocated under Section 32e shall be included in the calculation of each grant recipients foundation allowance or per pupil payment.
Section 32f
Reading Improvement Program Grants
Repealed, effective October 1, 2002. Concur with Governor.
Section 32 i
Intent Language to Fund Certain ASAP Programs
N/A Adds intent language stating that if the May 2002 Consensus Revenue Estimating Conference determines that there are additional SAF funds available than were determined at the January 2002 Conference, it is the intent of the Legislature to appropriate the additional funds, to the extent available, to former Sections 32b (PIE), 32c (Interagency Early Childhood Grants), and 32d (3) (Full-day wraparound School Readiness programs).

Payment to Detroit Schools
Repealed, effective October 1, 2002. Concur with Governor.
Section 81 (1)
ISD General Operations Funding
No increase. Provides a 3.1% increase to match foundation allowance increases.

FY 2002 - 2003 appropriations of $95,028,100.
Section 96
Golden Apple MEAP Incentive Program
The award amount is reduced to $10,000 per eligible elementary school. The award amount is reduced to $1,000 per eligible elementary school.
Section 99
Math and Science Centers
Maintains funding at the current level of $10,232,300. Concurs with Governor.
Section 105 (17)
90% Pupil Membership Guarantee
Deleted. Retains current law.

Provides language stating that a district whose membership is less than 90% of the pupils who reside in the district shall receive a foundation allowance payment based on its membership being 90% of the pupils who reside in the district but who are enrolled in another district.
Section 107
Adult Education
Maintains funding at $75,000,000.

Stipulates that $200,000 shall be used for administration of the adult education program by Career Development.
Increases appropriation to $80,000,000

Retains $200,000 in adult education program.
Section 108
Partnership for Adult Learning
Continues funding at $20,000,000. Reduces appropriation to $5,000,000.
Section 121A
Reimbursement for Costs Due to The Early Collection of State Education Tax
Appropriates $4,600,000 to the Department of Treasury to reimburse local treasurers for the costs associated with the early collection of the School Education Tax. Concur with Governor.

Higher Education Budget Agreement Reached

Under an agreement between the Governor and Michigans 15 four-year public universities, total state appropriations for the 2002 - 2003 fiscal year for the universities and state scholarship programs is about $1.9 billion.

Listed below is a comparison of the Governors Proposal and Senate Bill 1105:
  • The Governor and the Senate propose to retain FY 2001-2002 funding levels for the Operations line-items, with no reductions for FY 2002-2003, if universities agree not to increase resident undergraduate tuition by more than 8.5%, or $425, whichever is greater.

  • The Governor and the Senate added $11,300,000 to the Michigan Merit Award Scholarship Program for an FY 2002-2003 total of $114,323,850. The Department of Treasury reports that 48,760 students qualified from the class of 2001, and 37,780 of those students had indicated their postsecondary education choice. If all 37,780 students receive the $2,500 maximum grant, there would be FY 2001-2002 expenditures of $94,450,000.

  • The Governor and the Senate eliminate the appropriation for tuition tax credit contingent on the repeal of the credit.

  • The Governor and the Senate delete subsections that: allow statutory provisions to supercede Tuition Incentive Program boilerplate; require Department of Treasury to continue Outreach just as the Family Independent Agency did; and appropriate State General Fund if Merit Trust Fund dollars are insufficient.

  • The Senate deletes reference to floors of $4,600, $4,800, $5,800, and $9,100 per fiscal year-equated student.

  • The Senate creates a new program that would allow awards of up to $3,000 per year for four years to nursing students who work in Michigan for at least five years after they are licensed. The fund source for this appropriation would be the Merit Award Trust Fund.

The Senate bill is $4,646,200 gross over the Governors recommendation and $646,200 GF/GP over the Governors proposal. Senate Bill 1005 has passed the Senate and now moves to the House Appropriations Higher Education Subcommittee.

Community College Budget

Governor Englers proposal left the budget for the 28 community colleges in the state largely untouched. Generally agreeing with Englers proposal, the budget contained in Senate Bill 1100 totals $321.7 million, almost all in general funds, the same amount as the current year. Senate Bill 1100 is expected to pass the Senate and now moves to the House Community College Appropriations Subcommittee.

Listed below is a comparison of the Governors Proposal and Senate Bill 1100:
  • The Governor recommends a continuation level of support for college operations. The Senate concurs in this recommendation, providing the same level of funding for each college in 2002 - 2003 as was provided in FY 2001 - 2002.


  • The Governor recommends continuation level funding for the At-Risk Student Success Program, yet makes adjustments to individual college allocations as required by the existing distribution formula for the program. The Senate concurs in this recommendation.


  • The Governor recommends continuation level funding for Postsecondary Access Student Scholarships (PASS). No eligibility changes have been recommended for this program. The Senate concurs in the Governors recommendation.


  • The Governors recommendation contains no provisions for tuition restraint. In addition, the conditional appropriation based on the repeal of the tuition tax credit language has been eliminated. The Senate concurs in the Governors recommendation.


  • The Governor recommends the elimination of language requiring any amendments to the Public School Employee Retirement Act that require pre-funding of health benefits to also apply to community colleges. The Senate concurs in the Governors recommendation.


  • The Senate restored language eliminated by the Governor. Put back in the budget was language that funds not be used for abortion coverage or for fringe benefits for unmarried partners, and that schools buy American-made products where possible.
